Rail Sector Railways are capital intensive and funding for infrastructure, rolling stock or efficiency / capacity enhancing equipment and systems would be appreciated by governments world-wide. There must be schemes which can be win - win, but understanding the numbers involved is a must for the 'promoter' (to use a term from the DfT paper) and more so for government departments. There are continuing projects where government / tax payer risk is not transferred to the private sector and thus good returns are being made by the private sector. Of course why should, or would, the private sector take on risks? Whichever side you are on an intimate knowledge of project appraisal is essential.
